In Home Support Services

The In Home Support Services (IHSS) program of California is an option offered to citizens and legal residents according to the Lanterman Act of 1969. The main purpose of this program is to provide adequate care to an adult or child with disability or recovering from illness after hospitalization and the elderly, in the safety and familiarity of their own homes.

IHSS is considered an alternative to out-of-home care, such as nursing homes or board and care facilities.

The In-home support services program parallels in objectives with a provision in the Americans with Disabilities Act (ADA). The ADA requires the care of a person with disability, child and elderly in his or her own homes, if they so chose.

Under the in home support services program, the state government of California spends about $8, 820.00 per year for a person who cares for the elderly, adult and/or child with disabilities.

Through the constant provision of the in-home support services, beneficiaries are looked after without having to put them in nursing homes. The Social Security Administration (SSA) determines eligibility for the IHSS.

Being eligible for the IHSS Program, means that the state government will help pay for the patient’s healthcare service provider.

According to the SSA, you can be eligible to avail of IHSS program, if you are over 65 years old, disabled or blind.

Disabled children are also eligible for IHSS.

Check out if you are eligible for IHSS:

  • You must be a United States citizen or a qualified alien residing in the State of California.
  • You must be living at home or an abode of your own choosing
  • The estimate of your personal property must not exceed the amount of $2,000 for one person or $3,000 for a couple. Personal property considered in determining your resources includes
    • cash on hand
    • checking and saving accounts
    • value of stocks
    • bonds
    • trust deeds
    • real property apart from the house you are presently
    • automobiles and recreational vehicles
    • promissory notes and loans
  • Meanwhile, the personal property not considered in determining your resources are the home you live in, one automobile you need for going to medical appointments or work, and all life insurance policies if the combined face value is $1,500 or less.
  • Your income for SSI/SSP, if not received, will be utilized in the determination of your eligibility for IHSS. You may need to pay a portion of your IHSS benefits or share the cost for payment to the healthcare provider who will look after you.

If you apply for eligibility to the IHSS program, a county or state social worker will visit you at your home. He or she will conduct an interview and observe you and your loved ones.
